The nature of our work allows for an intern to gain from a cross-section of activities that may see exposure to the Office of the Assistant Secretary of Defense for Homeland Defense and America’s Security Affairs, NORTHCOM, the Department of Homeland Security, the active and reserve components of the military, and various DC-based “think-tanks” involved in HLS/HLD issues. It is my intent to allow the intern to pick his/her research topic for development during the time they are with us. Currently, for instance, our intern is working on an issue surrounding the handling of remains in a mass casualty event, springing from an issue of similar concern being investigated in NORTHCOM’s research topics. Our focus in this regard is to support and direct the intern in his/her research, while continuing to provide a wide set of exposures to other HLS/HLD issues and entities during their stay.
The interns will be afforded opportunities to both research HLS/HLD issues and participate in forums and exercises devoted to the same. In 2007 our section (the Center for Strategic Leadership's Homeland Defense and Security Issues Group) us already scheduled to host a symposium examining issues surrounding the role of the National Guard and the services' Reserves in homeland defense; and will host a forum on HLD/HLS partnering the War College with George Washington University's Homeland Security Policy Institute, the Center for Strategic and International Studies, and the Heritage Foundation. In addition to these, HDSI conducts frequent liaison visits with the Department of Homeland Security, the Office of the Assistant Secretary of Defense for Homeland Defense, the National Guard Bureau, and the Joint Staff J-5's Directorate for Homeland Defense. As I will personally supervise the selected interns, I will also ensure that they have the opportunity to join me on some of these liaison missions.
US Army Command and General Staff College, Ft. Leavenworth, KS
The Department of Joint, Interagency, and Multinational Operations (DJIMO) develops curriculum, provides instruction, and supervises research by field grade military officers and selected mid level career professionals from other federal agencies. Students are overwhelmingly majors/civilian equivalents. Students are from all four services and approximately 80 foreign countries. DJIMO is the lead department for homeland security and NORTHCOM curriculum and sponsors a menu of electives in an area of concentration for interested students. The intern would assist in the development of a homeland security/homeland defense curriculum in general and an exercise course in particular. The course will tentatively include a strategic/national level homeland security exercise, a operational/regional level homeland defense exercise, and a tactical/local civil support exercise. The exercises would be interagency but with an emphasis on military roles. Curriculum development includes developing learning objectives, creating lesson plans, determining exercise objectives, selecting methods of instruction, planning computer and networking support, coordinating with outside agencies, and creating assessment plans. The intern must be computer literate. Computer proficiency beyond literacy would be a plus but not essential. In addition to curriculum development, the intern will be involved with new and ongoing homeland security collaboration projects with Kansas State University and the University of Texas-El Paso. While at CGSC, the intern will have many opportunities to hear distinguished guest speakers, learn federal work processes, and work in an academic environment. Our intent is to support and direct the intern in his/her research, while continuing to provide a wide set of exposures to other HLS/HLD issues and entities during their stay.
